Hi there
BMW or Mercedes -- take your choice -- Both OS'es are excellent performers -- W8.1 can take advantage though of newer hardware better so some CPU instruction cycles can be shortened on W8.1

The best answer to your post would be to do a bit more googling - both OS'es have their "Lovers and Haters".

I doubt for a casual user if the performance improvement on modern hardware would be significant provided you use the machine sensibly -- the best difference you would get whether it's W7 or W8.1 would be to use an SSD for the OS rather than standard HDD spinners.

Due to the design of the OS W8.1 will generally boot up far faster than W7 (and shut down) - but once it has booted up the actual running will be similar for the two OS'es. An SSD will shorten W7's boot time.

W8.1 has better (by far) Touch integration than W7 if Touch devices / screens interest you.

Cheers

I've been testing my recording studio software (Sonar X3c 64 bit Producer version) and hardware on Windows Win 8.1 64 bit, on the same hardware with a dual boot system. Compared to Windows 7, 64 bit, I can detect no difference in the operation on Windows 8.1.

Sonar includes a sample recording project that is over 200 tracks with lots of MIDI synths, which can load down some systems. No visible difference or CPU usage between Win 7 and Win 8.1. However, my system is an i7 3770 CPU with 16GB of RAM and an SSD for programs.
