Upgraded to 8.1 -- Backup and Restore Center Now Broken

Hi everyone, I upgraded to 8.1 this past weekend and it went just fine, however now the the Backup and Restore Center and Create Recovery Disks options are busted. Both icons appear in my app list as generic grey document icons, and if I click either of them I'm brought to the desktop and then...nothing.

I use BRC for my daily backups so I'm obviously concerned that it's not working. I tried searching for a way to reinstall these programs, but as they're part of Windows I wasn't surprised to not find anything. Has anyone else experienced this issue and can offer some tips? BRC was working fine for me prior to the upgrade so I'd hate to have to buy a third party solution now.

Go to File History and make a system image (the button is on the bottom left).

Then you can use file history or Macrium Reflect FREE Edition - Information and download to make backups. No need to buy anything.

Thanks Adam, but this doesn't get to the root cause of my issue. Meaning, is there anything I can do to make these two apps work again? Is there a way to reinstall just those two apps to get them working again?
