    As a test, temporarily uninstall Norton to see if it may be the issue. Disabling it alone doesn't always help.

    Since SFC was unable to repair some of your system files, do what's in the blue Note box under step 6 in Option One of the tutorial below to hopefully get them repaired.
    Afterwards, see if you may be able to run the System Health Report.

    If you have Norton's installation media and key written down, you could install it again after the test.

    For now, you could still safely do the second part for SFC and DISM to repair the system files if you like.

    Brink sorry for late response. I did anti virus uninstalled and test but same error. according to your suggestion i did DISM repair and successfully repaired.Now sfc scan find no more corrupted files. But still I am getting the system health report error message. Photos of task manager and command prompt in the DISM repair process are given below in sequence
