    Windows 8 Pro Throttling

I installed Windows 8 Pro 64bit yesterday and I noticed that the CPU speed is always unstable/throttling. 800MHz jumping to 2.1GHz and 3.6GHz Max speed constantly, while in Windows 7 the CPU speed is much stable than 8. I installed all the latest windows 8 drivers, clean format, etc. Im running Build 9200.

What you are seeing is most likely a built in cpu throttling to conserve energy when full speed isn't required and it was present in windows 7 as well but it's task manager isn't quite the same as windows 8 and some older processors aren't refined as much as todays. Just as an example, my new system with a Intel i5 processor is running anywhere from 1.6 ghz to 2.3 ghz as I type this out as background tasks require it to speed up for a moment, then let it slow back down. This is how your system should work.

It's normal if SST (Speed Step Technology) is on and multiplier is set to auto. Note that changing multiplier to a fixed value disables SST, but the OS still can reduce CPU FSB and VID to control power consume and temperature.
