try a clean boot first make sure its not something else causing the problem...

How to perform a clean boot to troubleshoot a problem in Windows Vista, Windows 7, or Windows 8

    does this stop it happening?

Can you expand the Windows Explorer on that view by clicking the arrow to the left of the text so it will reveal additional information on what's actually running?

Windows is trying to do something with that 1997 Portishead folder. Streaming music maybe? Anyway, right click on that folder (in task manager), and try to end the process.
