When I open Win 7 file recovery in control panel it flashes open momentarily and then disappears. Any suggestions to solve this?

I found the problem. I had installed Acronis backup. Decided not to buy but it was still on my system. Deleted it and Win 7 recovery worked - although it did not do a good backup of all files. Will have to work on that.
