What is the difference between balanced power setting versus performance power setting? I've been doing some googling about but there are only some references to laptops for actual performance gains. There was no clear answers as to what those settings are for each.

When overclocking, you try to get the most out of your cpu, same with High Performance. Balanced Power Plan allows cpu throttling to 50% of the front side bus speed. The display and hardware power savings are also utilized, but not at the same level as Power Saver mode.
