What exactly does "Refresh your PC" do?

I understand the basics of how it works. It backs up your settings, reinstalls windows, puts settings back.

I'm just wondering if ALL other files get deleted in the process. I know it deletes all your desktop apps, but does it keep the Program Files folder intact? (So that I can easily reinstall my games and stuff)

Also, does it touch anything in C:/users ?

    Should I make backups?

It doesn't give enough specifics, hoping some one can tell me exactly what files get deleted.

As far as I know, 'Refresh your PC' option keeps your personal settings, document + music + pictures + videos folders and Metro applications.
Any other programs would be deleted, so if you want to keep any of them you should make an image next time.

I don't mind reinstalling apps... but, for example, if I reinstalled Outlook would it keep all my application settings? or start from scratch?

Refresh your PC—Attempts to solve system problems by replacing system files without affecting user files (similar to what a repair install does WRT to system files at least under earlier Win versions). User files still should be backed up. Installed programs will have to be reinstalled except those from the Windows Store. A list of uninstalled programs is provided. Settings will be maintained. To do a refresh, you will need to have install media.” ”Install media” include an install disc, install flash drive, or an ISO.

Before you refresh Syncing the setting in PC Settings may also help restore most of the settings.

In prior versions of Windows before W8, it was very easy to refresh your network list. This would allow you to see ALL of wireless networks in your area that your WiFi card could detect. My Windows 8 only allows me to see the wireless networks that it wants me to see. How do I see all Windows...
Not sure what is causing this. It started taking forever for my drives to show up under my PC. Windows 8.1 64 bit all updates. I click on my PC and the status bar takes a really long time. I ran a disk repair, defrag, chdsk with no luck. For some reason my system stopped creating restore points. ...
Hi all, So I'm kind of stuck.. I currently have the problem where I am in an endless cycle of "loading files" -> "Windows Boot Manager" (see: How To Boot Into Safe Mode On Windows 8 (The Easy Way)). I have tried to load all of the options -- and none successfully load. I also end up at...
Hi guys, what do I do if the refresh install on W8.1 says that I'm missing files? I installed W8 from a retail disc and upgraded to 8.1 via Windows Update. I can't use the W8 disc, it says invalid media. Do I just follow the steps shown on the tutorial here? Thanks.
My Windows arrived to a state where only a refresh (or reset, but I wanted to save my files) can fix it. I've read the tutorial given by this website, i'm just wondering if refreshing windows affects other partitions? I have a OS partition (C) and a DATA partition (D), will D be affected at all...

I've recently installed Windows 8 Developer Preview (x64) on a separate hard drive partion as a dual boot. It works flawlessly, except for the minor annoyance of the Home Screen tiles "refreshing" up to 20 times on boot. What I mean is the tiles keep sliding in, and I can't stop it or enter any of...
