What exactly does "Refresh your PC" do?

I understand the basics of how it works. It backs up your settings, reinstalls windows, puts settings back.

I'm just wondering if ALL other files get deleted in the process. I know it deletes all your desktop apps, but does it keep the Program Files folder intact? (So that I can easily reinstall my games and stuff)

Also, does it touch anything in C:/users ?

Should I make backups?

It doesn't give enough specifics, hoping some one can tell me exactly what files get deleted.

As far as I know, 'Refresh your PC' option keeps your personal settings, document + music + pictures + videos folders and Metro applications.
Any other programs would be deleted, so if you want to keep any of them you should make an image next time.

I don't mind reinstalling apps... but, for example, if I reinstalled Outlook would it keep all my application settings? or start from scratch?

Refresh your PC—Attempts to solve system problems by replacing system files without affecting user files (similar to what a repair install does WRT to system files at least under earlier Win versions). User files still should be backed up. Installed programs will have to be reinstalled except those from the Windows Store. A list of uninstalled programs is provided. Settings will be maintained. To do a refresh, you will need to have install media.” ”Install media” include an install disc, install flash drive, or an ISO.

Before you refresh Syncing the setting in PC Settings may also help restore most of the settings.
