    What purpose does "" serve?

I notice that during the loading of many websites the system stays inordinately busy while waiting for the website "" either to be contacted or referenced. On my Windows 7 system there is no such reference, thus I must conclude that Windows 8 uses this for something. Google returns that it is a website used by the internet advertising industry. Does this website help us or is it simply another way for marketers to track us?
