Why isn't the backup called Windows 8 File Recovery?

I upgraded to Windows 8 from Windows 7 which I had backed up regularly on a 1TB USB drive.(It has come in handy on several occasions)
If I had installed a fresh non upgrade Windows 8, would it have had a backup routine? I'm very happy with the way things work, not complaining, but I would appreciate a little enlightenment on the subject.

    Thank you,

The emphasis in Windows 8 has been moved to File History for file backup and recovery (not image backup) and Backup is now called Windows 7 File Recovery. You access it via Control Panel\All Control Panel Items\Windows 7 File Recovery.

Why? No idea, that's just how it works.
