Is there a way to activate the suspended app using Background task?.

Your question is vague, can you be more specific? What are you referring to in particular?

I am doing a windows 8 App using c#. the app goes to suspend state if its inactive, I am trying to bring the app to front based on external events. So I used a background task with this app which monitors the external event. Once the event occurs I am able to send updates to the app but not able to bring it to front. any pointers will be helpful.

This is not a good place to be asking such questions. You might get better support on the Windows 8 developer forums, or boards like StackOverflow.

There aren't that many developers here, and most that are aren't yet familiar with Windows 8 development.
