Computers on network can see WIN8 PC, but not vice versa

So i've run into a weird issue where a windows 8 PC can't see other computers (all running windows 10) in network discovery, but I can map network a network drive using the IP address to access the shared folders them. Additionally those other computers can see the windows 8 pc not vice versa.

I've gone through all the sharing settings and they are exactly the same on all the computers in question so I am kinda at a loss right now. Anyway, any thoughts?

NetBScanner - NetBIOS scanner run this utility on all PC's see which one is Master browser it's out of date so it's not showing all PC's. All should have NetBIOS running and be in same workgroup

Ok so all the computers are listed as workgroup whereas the computer I am trying to access is listed as MS HOME...could that potentially cause a problem? The weird thing is that the "server" still shows up on all the Windows 10 pcs in network discovery.

Being in a different work ie ms home will kill it just change it to workgroup like the rest
