Slow internet speed (WiFi+Ethernet)

Hey all, this will be my first post here.

For about 2 months, my internet has been acting up. The speed we're paying for is supposed to be around 3Mbps, which is slow to begin with, I know (due to my location), but speed tests show less than 1Mbps.
Sending a Ping to google.ca takes 3000+ms.
It will take a long time to load pages, and sometimes it doesn't load them at all.
Windows Network Diagnostics doesn't help - only sometimes saying my broadband router is experiencing problems. All other times it says there's no problem, because I actually am connected, albeit barely.
Resetting the router does nothing to improve speed. Even keeping it unplugged for the night does nothing.

This problem persists whether I'm connected to WiFi or directly via Ethernet. All other devices in my house are affected.
With PC-router interference ruled out, I'm looking at interference from router to tower, as my network is mobile broadband (in other words, my internet comes from a mobile HSPA+ network). Signal strength to the tower is -95 db, so I'm always looking to improve it but it's currently in the best spot in the house, and has been this whole time.

It's very frustrating because just a couple of months before, it was working fine. Our configurations have never changed so I'm at a loss.
The only thing I can think of is router failure, since I've already talked to my ISP and they said there should be no slowdowns (although they did try to get me to upgrade my service, which I would have but it isn't my call to make).

I am, of course, running Win8.1.
