I have W8.1 64bit OS on my Mdl x555 Asus laptop. Recently I got an EZCast dongle for my TV. It comes with software for the laptop. When installed it creates a wireless connection between the TV and the laptop. However, I lose internet connection.

My question is; can that network be blocked from connecting to the network by having a stronger signal than the net I normally use to access the internet?

I live in an apartment and the rent includes use of the common router, I cannot adjust it or anything else. The router signal becomes lower than the dongle I purchased so a switch happens. If I cannot connect to a server I look at the signal strengh and find that the EZCast dongle has priority and is connected. The usual router that I use merely slows trhe surfing so although it is weaker than the EZCast it is still useful albeit slower. Can I keep this from happening?

It is called a "Ad-Hoc" connection. Usually is that way for setup purposes, then after you are done connecting the device to the same network you are on, it becomes a regular secured network device.

The instructions for it should explain all of this.

Did not need the two screen shots. Because you are on a common network and if anyone may find a way to see what machines are on it. Yes they can use the device if you do not secure it with a proper password.
