Port Forwarding isn't Showing Opened Ports Windows 8.1

I'm trying to open a few ports on my WIndows 8.1 system.
I have followed a few tutorials and have created inbound and outbound rules properly.
I'm using a modem connected to my WiFi router which provides my PC LAN access. I'm using my router to provide DHCP service.
Also, in my Netgear WGR614 router, I have enabled port forwarding. Now, when I go through THIS website, I don't see my ports opened. I have added a host on noip.com and I run it's DUC app and keep it connected.
Because I use DHCP from my router, my local ip in Command Prompt shows different and the one at whatismyip.com is different. I don't really know what are my options right now. Any help?

Do you have a public IP? Compare your router's WAN IP assigned by your ISP vs whatismyip.com.
Usually people have a shared IP, so you might be behind multiple routers by your ISP provider.

Or you can use traceroute, which will show you, how you are connected, I am behind 5 routers. :P

On my Router status page, like in above screenshot, my Internet Port's IP address is same as the one shown on whatismyip.com. My public IP is also the same. Country Trace Route shows only 1 hop count. How do I proceed now?

The port stays in Stealth mode, even when you set ports to be open for connection. That way if someone tries to look for an open door. It comes back stating that there are none. Also portforward.com is a good resource for how to setup ports for connection from the outside.

Now of course some ISP's block all ports, but 80/8080 & the email ports.

So what is it that I should do now?
