So, I recently restored my laptop to factory settings and every since then, something went wrong with my internet connection. I'll turn on the pc, and the network status will say that I'm connected by ethernet cable and wireless router, but I actually can't use it until 5 minutes or so have passed. Like the pc takes 5 minutes to realize that I have internet. My OS is Windows 8.1.

I don't know enough of network stuff to know what you mean with that, but I don't change anything about my internet when I turn my pc off. I just keep the internet cable plugged in and turn the pc off

You may need to update your WiFi driver? Or LAN driver since you restored to factory condition?
Also it sounds like your computer is having a hard time getting a number from DNS why don't you unplug your router and let it reset that sometimes helps.

Where do I find this Wifi Driver or LAN driver with the option to update?
