How do I get my hard disk on my PC ("computer A") to be visible on another PC ("computer B")?
BACKGROUND
Both PCs share a router.
Both PCs are Win8.1 x64
I have logged into both PCs using the exact same username and pw.
I have created a "share" on each PC by right-clicking on the C: drive.
C: Drive has limited access for sharing. If you attempt to share this drive by adding a local user: Everyone, you'll get the message below. You can create a folder under C:\ then share it but not on the root folder C:\. Note that some of the folders such as Windows, Programs Fildes, Program Files (x86) cannot be accessed from the remote PC .
Since both computers are running Win 8.1, the easiest way to share files between the 2 would be to join a Homegroup. Initiate the Homegroup on the first machine and you will be given a pw to use for the other machine to join the Homegroup.

Pah - I have a problem with HomeGroups.
A) I need to map documents in the hard drive on the other computer.
B) For ease of access I always keep my documents in the root directory.
Just a FYI: Not necessary to keep documents in the root for easy access. You can create a share that points to any folder at any level of a folder tree.

Since I use several computers [Desktops and Notebooks] I attached a NAS/Network Attached Storage HDD/Hard Disk Drive to my Router and can access the files on it from any computer that can access the Router whether Windows, Linux or Mac OS X, wired or wireless. Occasionally I will edit a file on it as the 'mini-file-managers' in my programs can find it, has full read and write and I mapped the Public Folder on it. I save files/downloads to it daily. Nice thing is no one computer has to be on.

If you only have a few files to share set up home group. If you want to share whole drives across a network Disable HomeGroup and set up a Peer to Peer network Group. Windows 8 or 8.1 will resist but in the end you can still run a peer to peer network. Goggle it if you don't know how!
I agree with the other replies you should not be keeping your data on your OS drive at all. At least set up a 2nd partition if you don't have a 2nd hard drive.
This is how I have my 5 devices set up. I do not share C:\ drive on any of them as there are only OS and system and program files there. All data is stored on 2nc 3rd DATA drives and on one unit an all in one with only 1 hard drive I have a D:\ partition set up for all data records.
Also with windows 8 just sharing is not enough you also have to set up Security on each of your Shares! on the security tab you will have to give your peer to peer workgroup permissions.
