What I would do for test is to change the channels in your router. for example:
    for 2.4Ghz channel 6 or 11
    for 5Ghz channel 149 or 153

However note that the 5Ghz is not as strong as 2.4, so you might need to come closer with laptop if behind a wall.

    edit:
    and bands to! for example
    2.4. band b or g channel 6
    5Ghz band a or n channel 149

not sure how to do it, but Comcast remotely changed things to try to fix it. they couldn't help.

You can't access your router? Ah

Try to look in device manager > adapter properties and see if band (a,b,g,n) can be changed on atheros advanced properties.

No I meant to see adapter settings on Toshiba, that's where you can't see the 5Ghz signal right??

Some adapters can be set up for 2.4 Ghz only, so I'm just guessing it could be that maybe.

    Press Windows key + X
    Select command prompt (Admin)
    type devmgmt.msc
find your wireless adapter and right click on it
    select properties then advanced tab
see if in this tab is an option about frequency or b, g, n something.

If unsure paste screenshot of advanced tab.
