I am receiving the following message on my Windows 8.1 tablet:

The proxy server isn't responding.

Check your proxy settings 127.0.0.1.49453
From the Settings charm, Go to Change PC settings > Network > Proxy.

Make sure your firewall settings aren't blocking your web access.

Ask your system administrator for help.

I have tried all the suggestions I could find in Google with no success. I suspect a registry error or virus. I have also lost the app's Internet Explorer and Facebook. Any suggestions on how to repair these problems?

You need to enter the IP address and port for the proxy server you are using. The IP address shown will always refer to your computer which is probably not what you want. Or are you not using a proxy server? You need to clarify this.

I am not using a proxy server. I am, and have always, used a home router. I can connect to the Internet if I use the Desktop - but I do not have the apps Internet Explorer or Facebook anymore. They disappeared. My Internet connection seems fine.

Again, your tablet is infected with a virus. You need to go through the proper malware cleaning steps. You can find a guide at READ & RUN ME FIRST Malware Removal Guide (incl. spyware, virus, trojan, hijacker) - MajorGeeks Support Forums
Thank you - I understand. I just read through all their instructions but I can't find anything specific to an 8.1 tablet. If Internet Explorer isn't functioning, How do I download the required tools to repair the virus? Also, How do Install an anti-virus program and what do you recommend? I am a newbie with Windows 8.1 and tablets. Please forgive me newbie questions. I need more help fixing this problem. Thank you very much!!!

PS: My tablet only has the apps on it that came with it. Even if I downloadedthese programs recommended, I wouldn't know how to execute them. Please help.............

Just follow the instructions. Does not matter if it is a Tablet, desktop or laptop. It all works the same. You have to execute the programs in Desktop mode.

open regedit and search for < loopback> and delete all references that also say proxy. Then you have to reboot andthen you right-click on the E of Explorer, then right-click on internetexplorer and run as administrator and then change the setting in lan setting.
that did the trick for me.

After you get back on line, run some cleaning software to make sure you are not infected. Broe23 told you what to run.
