Solved Unable to access servers with certain apps.

Under Win 8.1 I have access to internet with browsers (IE, Firefox, Chrome).

However, 3 specific applications do not connect - Google Earth, CCEnhancer, and Thunderbird Email.
Have run sfc, dism, and netframework repair, but problem remains. All firewalls and anti virus currently disabled. No firm diagnosis resulted.
Have also examined connection through network and wifi adapters, problem is common to both.


Problem appears to have happened after removal of scanner and install new one. Attempts to go to earlier recovery point result in abandonment with message that a file is missing preventing the recovery process.

Solution

After extensive web searching, found this action provided which resolved the problem

Open a Command Prompt as an administrator and enter netsh winsock reset catalog then enter exit
