At some point when connecting to a network I checked the box for my computer to treat all networks as public in the future and not ask again.

How do I undo that choice so that I get the above window selection choice again?

You set all three to user can change?

Yes I changed all three under all networks to user can change. This did not fix the problem.

I was able to change the individual network to private by selecting the network name in secpol but I am hoping there is a way to bring back the menus.

Try Control Panel -> Home Group

Change Network Location.

It will probably prompt you to change settings if your network is currently private
