Sync desktop and laptop

I have a Win 8.1 laptop, thinking about getting a Win 8.1 desktop - but only if they can be seamlessly synced, so that I can move back and forth without any additional requirements to auto-sync whatever program I'm working in (essentially, the hard drives would be clones of each other). Is this possible? Does it require the use of a Microsoft account and OneDrive?
