You might have some form of DNS redirection malware. I would perform a scan with Malwarebytes in safe mode and let it clean any issues it finds.

I would also disable the DNS client service, then use CCleaner to clean the files AND registry. Reboot and test things out.

You can re-enable the DNS service at any time, but even better would be to set your entire network to use the fastest dns server found when running the tool attached. You could also set just your machine's network adapter to use the fastest dns, instead.

Otherwise, check on your proxy settings in Internet Explorer settings.

Does this just happen when connected to your college's network? If so, they might have put some network restriction policies on it.

Very true. In this case, I recommend using Tor.

You don't have to use the college's dns server. You can use any dns server, anywhere, as long is it's up.

Maybe you mean their DHCP server, which gives you an ip address, instead?

You don't have to use the college's dns server. You can use any dns server, anywhere, as long is it's up.

That depends. If the college DNS supports the local Intranet in addition to global name resolution, then switching to a third-party server will cause local name resolution problems.

...which may explain why using tor may be giving errors, since it can't find local addresses inside the intranet.

Redkick, where are your apps trying to connect to and/or which apps?

I am using tor but the apps still show NO INTERNET CONNECTION sign

If you are trying to access regular internet stuff with your apps and not on your college intranet, this should work well, but you have to either set I.E. proxy settings for it (causing your whole machine to use tor) or set each app's settings to use it.

it's a documented bug in win8. if u do a search you will find a lot of user with the same problem (e.g. metro app fails to connect the Internet due to proxy settings - Microsoft Reduce Customer Effort Center - Site Home - TechNet Blogs).
it seems that metro interface doesn't see desktop interface change on proxy setting
to solve you shoul do two things:
the first is to set the proxy for the isolation in the gpo

Step1. Open "Local Group Policy Editor"
Step2. Navigate to "Computer Configuration - Administrative Templates - Network Isolation"
Step3. Open "Internet Proxy Servers for Metro Style Apps" and set the value to your proxy server address like 172.16.0.1:8080.

the other thing is to set the proxy in internet Explorer, than launch a cmd with administrative privilege, and then put into it the following command:

netsh winhttp import proxy source=ie

let's give a try

:)
