Windows 8 undoes proxy settings on reboot

We have a brand new laptop that we just got 2 days ago. We have installed Open Office on it. Windows8.1.

In the settings - network - proxy menu, we would like the options to be this way:

automatically detect settings - on
use automatic configuration script - off
use a proxy server - off

Should they be set up like this then all the internet functions work as expected, the apps that need to run are ok, etc.

However, when rebooting, the values change to:

automatically detect settings - off
use automatic configuration script - off
use a proxy server - on
address - http://127.0.0.1:49208;https=127.0.0.1:49208
use the proxy server except for addresses that start with the following entries. use semicolons (;) to separate entries. - <-loopback>

Using the settings like this prevents certain apps from working. We try to change them back but then when we reboot again they are back to the above. And when we make changes in this screen, the save button is always greyed out even after we select something.

Hock all this out and we cannot figure out how to fix it. We have another laptop that works correctly and there seems to be identifcal settings on each.

The ISPs in my area don't require Proxy settings for their Internet connections. I have found that infections can silently change those settings which may seem to be redirections. Win7 and later install with Automatically detect.... as the Default and no other settings selected.

There is another thing we noticed in Internet Exploer found in tools - internet options - connections tab - lan settings proxy server is checked by default and even if we uncheck it, when we go back into internet explorer it will be checked again.
