An Annoying Proxy Issue

Hi, I've been having this annoying problem for over 3 months now, the problem is my Proxy, I can't turn it off, but when I do, I can't click on the Save button because it isn't highlighted. And because of this problem, I can't do things such as install Adobe products, play ROBLOX, and other internet required things. I don't know what to do, I really don't. I tried like, every solution, it isn't a virus(I think), Kaspersky hasn't found anything at all. I uninstalled literally every program I downloaded, and now I can't get them back because this proxy issue. Can someone help me? Is there a solution I haven't heard of yet? Please tell me! Thank you.

Also, I'm attempting to become a YouTuber, I already have videos, but if I don't fix this, I won't be able to upload in a while because I can't make thumbnails and such without Photoshop, please help.

I had this very same issue just the other day and the final resolution was to do a system restore to an earlier date. Malwarebytes found and removed over 115 problems, but it did not solve the proxy issue. Hope this helps.
