An IPsec negotiation Failure is preventing your connection

I am unable to connect to the internet conventionally through my windows 8.1 computer, because of this issue. However, I can connect through the internet through the windows 8 store apps of Google, but of course I don't haven nearly as much functionality. I want to get internet back up and running, but i dont know how to solve this error. I no that how to start solving this is something called audit logging, but i cant find anything like a tutorial to start doing that. Any Ideas? additional information:
Gigabyte laptop
intel core i7-3630qm
Nvidia GeForce GTX 660M/2 gb
wireless 802.11b/g/n + BT v4.0
windows 8.1

Note:Yes I have look up a solution on Google, and the solution is audit logging. Does anyone know how to audit log because i cant find anything that's remotely a tutorial on how to do that

also, all soltuions seem to apply only to window versions before 2005, so i'm not sure how relevant these solutions are to windows 8

Obviously you aren't able to connect to the internet. But I have one question: How did you post this?
And anyways, there is a possibility that you have a virus causing this. It could be a virus that disrupts internet connection which doesn't allow the user to download a safety scanner like the one below:

Use these links if possible.
If you are able to, go to your router and do the following:
1. Look for the cable that powers the router.
2. Unplug it and the routers lights should go off.
3. If there is a refresh button, press and hold for 5 seconds. This may drain excess energy.
4. Wait 1-3 minutes before plugging the cable back in. Wait for all the lights to come back on.
If the above fails, try a drive error scan

sorry but none of your suggestions helped me. I know that Audit logging is suppose to help, but I have no idea how to do that. Can someone help me on that?

Power-off both router and modem. Put it back on after 30 seconds.
