Wake On Lan works w/ Magic Packet But Not w/ Net Activity

Hi, long time lurker first time poster :)

I have a Windows 8.1 system that wakes on LAN no problem via magic packet. However I remember my old system I was able to make it wake up just by accessing the network.

Of course I made sure under the device settings "power management" to uncheck "only allow a magic packet to wake the computer".

It is strange because the moment I put my computer to sleep, I am able to wake it up via remote desktop within the first minute. I know remote desktop doesn't send a magic packet for WoL. I assume this has more to do with the ARP table keeping my IP/Mac live.

My goal is to allow network activity to wake up my system and not just magic packets. Someone suggested I need a different router that allows me to statically map the ARP table. Is that true? Is there any setting or script I am overlooking?

Ethernet: Realtek PCIe GBE
System: Windows 8.1 Professional
Router: Apple Airport Extreme (6th Gen 2013)
