    In a large multi-national company, this sort of disconnect is really not that uncommon. I work for a large global company and while it didn't affect me, I know some people who were affected. The corporate office suspended access to a certain SAP function for maintenance, only they never bothered to tell anyone actually affected this was going to happen until they all started complaining. Then the corporate office says, "Oh yeah, we're completely done with that maintenance and won't be doing that again any time soon." So naturally about 2 days later the access gets pulled again with zero notice. Then they wanted us to stop making any changes in the system for a specific hour of the day while an automated process ran... Do they send out a notice to all employees saying if you have this or that access, please refrain from making changes during this hour? No, they send something out to the VPs and then they may or may not forward that on to some of their direct reports who may or may not forward it on to their direct reports. My department found out about it on late Thursday when they wanted to start on the following Monday and we passed word on to plenty of other people who had no idea.

    Or you can even get more localized than that. Sometimes people get promoted to management positions who have no managerial skills at all. We've had one person pushing my department to rush a particular project because his manager is pushing him... They both know the thing was a steaming pile that got dumped on some people where this is their first major project, precisely because it was a steaming pile and anyone with enough seniority just played pass the buck. So the other day the first person sends this angry email to a director complaining about how they said this project would be done about 2 weeks ago and we mention something to the people actually working on the project and find out they hadn't heard a thing about that. So you have these two people who are pushing to get something done, but they don't even bother talking to the people, who work under them no less, that they dumped this project on. Or I was working on a sister project, so many of the same people involved... Needed some updated documentation to finish my part of things because some things slipped through that should have been caught before this project was approved. Better part of three weeks I've been hounding people for updated documentation and get total silence, until finally the other day someone says there's been some reprioritizing of projects and the person was temporarily reassigned to something else. It takes them 3 weeks to say that? And this is all at a company where there are a lot of people who've worked there for 10-20 years even.

    A company the size of MS, where certain provisions of an EULA may not be enforceable from one state to the next within just the US, let alone having to contend with EU laws and the laws of each member nation and at the same time you have to meet certain marketing deadlines... Not surprising in the least.
