Domian policy not reflecting on 8 and 8.1 client

I am system engg. at a IT firm and i am having continuous issues with my network, Domain and client access.

There are many issues, with which i am struggling ...

I earlier had Windows 7 clients which we upgraded to windows 8 and windows 8.1 client. Even some clients were clean formatted and added to existing 2008 domain. The system which were working flawlessly earlier now in this 8 and 8.1 environment clients are refusing to obey domain policy such as password policy, default home page and many more.

When user tries to change password from windows 8 and 8.1 client it says the access is denied to server..

any help will be appreciated ....

PS: Server and clients have been updated in order to solve the issue, but un-resolved.
