Unidentified network with No internet access

I got this problem on my laptop Asus u38dt under win8.1 a couple of months ago. It cannot connect to any network either via Wi-Fi or Ethernet (I tried an external USB Wi-Fi adapter as well, with the same result). In case of getting IP with DHCP, the network is shown as Unidentified network with no address assiged (IP is like 169.*). When static IP enabled, the network name is correct. But in both cases, connection is Limited and with No Internet access.
Connection can't be established with any router while other devices connect properly with them, so the problem is on the laptop side.
With all of this, any ping, even to 127.0.0.1, results in General failure.
When booted in Linux liveUSB, network works fine, so it is clearly not a hardware issue.

I tried resetting TCP/IP stack with "netsh int ip reset", reinstalling drivers, reinstalling the network adapter, and lots of other methods and still it doesn't work. Restoring system is not an option since I don't have any restoration point prior to the problem anymore.

Might not help, but are you using a USB-Network adapter? I just logged in here to mark my similar issue solved as the damned StarTech USB21000S2 adapter drivers were causing all the issues. Got rid of that and used another brand and style of 1Gb-adapter it all worked again.

It Looks like the StarTech driver is not playing well with static IPs.

I'm afraid it is not of use in my case. But thank you for your time and consideration.

It helps to know what model & manufacturer of the router you are trying to connect to. If this is a work or home wifi or wired network you are trying to connect to.

We have no way of being physically there on your machine. So you are going to have to be a lot more helpful, than giving short negative replies to others.

Sorry, I am trying to be as much informative as I can without being excessive. My home router is TP Link TL-WR841ND.
Though, as I did say in the first message, the router is not the problem, since there are about seven other devices that use this router at the moment. And the troubled laptop cannot properly connect to any network I have tried which are about ten wireless and one of them wired as well.

What I also missed and might be important is that, in this state of Limited connection, the status of the connection shows 0 bytes sent while there are some received.

What are the wireless settings for the Router, for wifi side of it? Is it set up just for one wireless type (b, g, n), or all wireless bands? Also is the channel for wireless set on a specific channel, or set on auto? Is security on the router set for WPA(tkip)/WPA2(aes)?

When you go to connect to the router, do you just click on the SSID for it, then entering the Passphrase that is set in the Router, that you have to use to connect?

For this specific router: in attachments.

BUT, I have exactly the same result when trying to connect to this specific router with Ethernet and have gotten exactly the same result when trying to connect to other Wi-Fi spots with both WPA and WPA2 as well as without security. Settings for those routers I don't have.

Yes, when connecting to the router [via Wi-Fi], I just click on the SSID and so on.

If having problems with Ethernet also. Mark it up to a failing router. Time to replace. Group Key Update period should be set to something like 3600. Set to 0, nothing will connect to it.

Is this why everything else works with this router just fine? And ping to localhost returns General failure?

Most likely the answer would be yes. You could still have the non-wifi portion of the router work, but when you have wifi enabled, and the Group Key update to say 3600, it should stay online.

It does help to know the manufacturer & model of this router, also if it is provided by your ISP, or you purchased out on your own.

I would also set Max Tx Rate to Auto.
