    In the ipconfig you posted, it shows NetBIOS as being disabled, now that you've enabled it on the adapter, can you run another ipconfig /all and check the status. In addition, can you open Windows Firewall from control panel and check the status. Post a screenshot if you're uncertain.

    On all sharing machines - In Network and Sharing Center:

    Click "Change advanced sharing settings" near top left.

    For the type of network you're on, set "turn on file and print sharing"

    Then all set All networks section like this:Click image for larger version

    At the bottom left of Network screen is also Homegroup settings.

    I turned on File and Printer Sharing for all network types, because my machine can't figure out what network type it is.

    I turned Fire Wall completely off temporarily and I don't have any 3rd party security applications.

    Yes that strange IP address "fe80::e291:f5ff:fe02:5f95%14"
    right before your default gateway has me confused, not sure what that is but I've seen it before.

    Maybe it's possible to adjust the routers advanced settings to get rid of that but I'm sure what setting or adjustment would be required.

    It might be something stuck in your IPv4 connection settings somewhere.

    A small recommendation here? Disable all IPv6, disable all Homegroup services, disable IPHelper and use classic sharing method.

    Probably not the "correct" way, but I personally despise Homegroup and some routers/adapters have issues with IPv6 right then and there....

    Classic will get the job done and well too.
