Hi,
I have 2 laptop PC's.
One is running Windows 7 the other Windows 8.1.
If I do a speed test to speedtest.net (or any other site for that matter) I get vastly diffent speeds on the 2 PC's.
On the Win 7 PC I get a download speed of 85Meg. (Wireless or ethernet).
On the Win8.1 PC I get a download speed of 4Meg. (Wireless or ethernet).
If I start the win 8 pc in safe mode with networking the speed increases to 20meg.
Reboot and its back to 4 meg.
I have tried lots of different suggestions that I have found whilst searching the web, but nothing works.
The win 7 pc is a Packard Bell and the win 8 is an HP.

I See Your Problem!
One Of Your Problem's May Be That Your Wireless Card or Dongle is not fully compatible with Windows 8.1
The Other Problem is The Location of the two PC'S! If The Windows 8.1 PC is located in the same room i see where your heading!
The Last Problem Could Be A Bad Network Driver That Is not Signed By Microsoft
This is one good solution, also comparing two different laptops with different specs possibly. Speedtest is not always accurate every time, try few times. Try your providers speed test site too.I have Windows 8.1 never been an issue with speed i actually get more then they say they provide me with.

Same here jds63. I am actually over provisioned for the ATT U-Verse 18/1.5 package. I am set for 25/2. My Max is 54/12. That is on a Single pair on the newer card they use in the VRAD's for U-Verse.

Good, well i am screaming at 85mbps/94mbps on fiber optics here with Verizon, some reason they up'd there upload speed equal to there download at no cost. I pay for 75mbps/75mbps. But as you see getting faster speeds,what i meant is some of the speed is due to your systems speed.

Worked for CableTV , there performance differs from Phone Companies now using fiber straight to the home. As far as i recall they use nodes that supply a certain amount of people, sometimes this is what causes some slow speeds at times when many are online at peak hours. Still slower then Phone Companies like VZ and ATT. They have been using fiber optics for years CATV, but different setup. Comcast is the biggest CableTV provider in U.S. All competing.
