Weird network scenario

Today, I was unable to connect to the internet for the whole morning. I went to check the modem and the related device, the DSL light is constantly flashing and that's it. I'm using fiber connection, still.

Giving my PC a limited status and unable to access, of course.

And during evening, when my siblings back to home and connect, the modem actually back to normal.
I'm sure that the router setting are all fine, no blocking or whatever so.

I couldn't figure out what's going on actually..
So, is this the modem faulty or ISP?
