Went through all the suggestions. Nothing has helped so far. There must be something installed that I can't find that is causing the problem.

Run Speccy & post the URL that it gives, after it inspects your system. Minitoolbox does basically the same thing also.

    I think I got it.

In the services, I disabled, "Network Routing"
Everything seems to be working now.

    This worked for me!

    Please try blow:

1.Click Start, type gpedit.msc and press Enter.
2.Locate to Computer Configuration -> Administrative Templates -> Windows Components -> Internet Explorer.
3.Double-click “Security Zones: Do not allow users to change policies” on the right pane
4.Choose “Not Configured” and click OK.
5.Restart the computer and test the result.

You can also delete the registry key “Security_HKLM_only” under HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\CurrentVersion\Internet
    Settings directly.

I'm just starting down this rabbit hole. I'm on my iPad right now. The problem is on my desktop. What I don't understand is this. How are you suppose to access any of the suggested downloads if you cannot use IE or Chrome? Those are the two browsers I use and the proxy setting issue is blocking me from the Internet on that machine.

    hey broe23,

why do you think this would just come back? because his files are infected that he would reinstall? or that the virus would hide itself in the hardware memory or something?

if he did a clean wipe install and then fortified his system before installing anything to it.. couldn't he be clean?

im just curious as to why you said that.

I have been having this same problem and i have no idea what to do. I ran malware detection and uninstalled almost all of my programs with no luck. I can't even try any of these suggestions because I'm not able to download the necessary programs because this is blocking my Internet access.

well in that case, either take a usb stick to a starbucks etc.. and download what you need there.. or yeah thats crap.. just wipe your drive.. (hopefully you already backed up anything)

wipe the drive hard.. then reinstall fresh windows via usb or DVD..

also maybe consider buying a really cheap SSD drive to rid yourself of anything that could bring that back..

its cheap too.. Crucial MX100 256GB SATA 2.5" 7mm (with 9.5mm adapter) Internal Solid State Drive CT256MX100SSD1: Computers & Accessories
