I really need help with this!

If I connect to my VPN on my laptop as a remote dial in user from a remote location it works fine. I can access my IP camera and Dreambox satellite receiver by just typing in their fixed local IP addresses in my browser.

I can ping my desktop PC, BUT, I cannot access my LAN. Normally at home my laptop and PC connect on the Windows network automatically. I need to be able to access the PC on the VPN when away from home in the same way.

I have a fixed IP address with my ISP. Other fixed IPs are:
Router IP 192.168.75.1
LAPTOP 192.168.75.13
PC 192.168.75.19

I have tried the Windows and Draytek VPN clients with the same results.

I have ZoneAlarm firewall but the problem is the same if I disable it. Antivurus is AVG Free on laptop and Avast Free on desktop.

Any help appreciated.

If your ISP gives you a Dynamic IP vs. Static IP. You have to use a service that is compatible with your router. You will need to also set up Port Forwarding on your router, so the ports those devices use, are able to allow access to them from the outside world.

See Free Help Forwarding Ports - PortForward.com for more information on setting up port forwarding. If you want to just access say a computer that you keep up 24/7. You can use Teamviewer, which is available from teamviewer.com.

Get rid of Zonealarm. Just use the built in Windows 8 firewall. I personally turn it off on my son's laptop, when he is on our home network. No need for it, when you are behind your own router. It is wise to enable the firewall when on Public Hotspots.
