I am trying to track Data Usage over Wifi in Windows 8.1 and Clicks Windows Key + I >>> Choose Change PC Settings >>>>> Networks and the Windows stops responding and closes after some time when I move to other Windows...

The Data Tracking Feature is not working by right Clicking the Network Name from Wifi Network Icon in Right-Bottom Side of the Taskbar....

Your "recognized website" is chock full undesirable program ad-ons, PUPs and who knows what else and there's nothing like "Official Tool". official for what and how come it's "Official"? Best place to get any software is from the original place. Read it's contents and instructions first and than decide.

I didn't recommend it of the top of my head, using it couple of years now and got it from Majorgeeks. It's clean and works and is free, what the heck more is needed ?

Ha.ha, get some cough drops, MG never failed me. There are better but not free monitoring programs like, DuMetar and Net limiter.
Edit.
Forgot bout this site YUMI 2.0.0.7 free download - Software reviews, downloads, news, free trials, freeware and full commercial software - Downloadcrew just downloaded a program and few more last couple of weeks and looks pretty clean, did not get any "extras" and AV did not raise any alarms.
