Cant access windows store, proxy issue?

Hi,

I am having some serious issues with my pc. I have spent the last two days reading forums and attempting to find a fix with no luck. So here is my issue, the Windows App Store will not open. It spends a while thinking about it, then eventually times out. I would like to update to 8.1, but I think this is evidence of a bigger issue.

I think the real problem in my proxy settings in IE. The LAN settings have the Use Proxy Server permanently checked. No matter what I try, it wont uncheck. I have tried selecting the automatically detect settings box and putting in a dummy config. I ran Malware sweeps, ran virus sweeps, I removed any IE Add-ons. Reset IE. But it still wont let me uncheck that box..

It looks like there is a manual override within the Registry, but I am not an expert user, so I cant figure that one out.

Anyone have any other ideas? I really dont want to pay the $200 my local computer shop is quoting me for this fix.

I suggest trying a System Restore to a time prior to this weirdness. If you're not sure, then go back a day or two.

That LAN setting shouldn't be locked like that. Just today I helped my daughter fix that issue after she inadvertently went to a web site that tried to install a proxy server to hijack her laptop.
