Win 8.1 computer doesn't see Server 2003 comp on network

I am having trouble with my network at work. I have all the computers set up on a Workgroup and they all "see" each other. The problem I am having is that we have a specific program that runs from a Windows Server 2003 computer on our network and I cannot get our new Windows 8.1 computer to "see" the Server 2003 computer nor can I get the Server computer to see the Win 8.1 computer.

I am sure I am just missing a step or a checkbox somewhere; but I am at a loss as to what it might be.

This is a wired network (ethernet) running on a Workgroup not a Domain. Other computers on this network run Windows XP pro and they can "see" both the Server computer and the Windows 8.1 computer.

I actually already looked at that thread. My problem is that neither computer sees the other.

    Another Win 8.1 - Server 2003

I have the same issue. Win Server 2003 R2 Standard Edition on a wired network in the same workgroup as a Win 8.1 laptop. Have the same user names and passwords on both computers. Other Win 8.1 & 7 computers have no problem seeing and accessing the server. The Win 8.1 laptop cannot see the other computers on the network. Trying to connect to a server share using \\Server\sharename gives an error message that the network path was not found.

Tried the thread mentioned above, and no joy.

There's got to be a way to fix this. Maybe something in the registry is screwed up or needs to be added. Maybe the Win 8.1 laptop needs to be rolled back to Win 8. Maybe I need to get a new laptop and turn this one into a boat anchor.

Sometimes disabling IPv6 in client machines resolves it, but it has some adverse effects, like the inability to join Home Groups for example.

I checked the IPv6 protocol stack. It was disabled. I re-enabled it. No change.

Forgot to mention one thing, now that I think of it. When I go to look at the Network, this laptop doesn't even see itself. There are no computers listed there when I don't have my laptop (Win 7) plugged into the network. When I do have my Win 7 PC on, this Win 8.1 one can see it.

Since we have a mix of Win OSs here, homegroups aren't used, so they don't matter. Everything is thru the "old fashioned" workgroup.

This is confusing. I've set up numerous computers on our domain before so I'm pretty well acquainted with the procedure. So we upgraded a computer in our domain from XP to 8 so my manager could see if our software would work in 8. That much I got done just fine (put simply, it does). The...
