Weird Connection Problems - Help Needed

Please excuse me in case I don't do something right. I don't know if I am even posting this in the right section. I only created this account to help my friend solve her the problem she is having with her internet.

Basically, whats happening is, it says she is connected to the internet, however, it won't load any site. We've attempted this on Internet Explorer, Firefox, and Google Chrome. The weird thing is, we have found that she can connect to sites by using the site's IP, but not with the actual address. Also, her Skype is working perfectly fine with the connection. Its just, web addresses that cause a problem. There isn't much more information I can give, because I don't know what else is needed. This started on Friday, 5/9/14.

If you need to know this, she is running on Windows 8 and her computer model is a Satellite c55-A and the processor is intel(r) core(TM) i3-3120m cpu @ 2.50ghz 2.50 ghz. The manufacturer is Toshiba.

Also, this was a problem she encountered on any router she connected to.

I would greatly appreciate any help given, helpful or not. However, if we can not get this solved, she will resort to attempting to restore to factory settings.

It sounds like a DNS problem. Skype handles DNS differently so that explains why it's working.

You might start by resetting the router or modem as the ISP's DNS servers appear to be jammed up.

Hello Blaise, have you tried resetting the modem or router yet?

You can usually just unplug the modem for a few minutes to accomplish this.

Hello Blaise, have you tried resetting the modem or router yet?

You can usually just unplug the modem for a few minutes to accomplish this.

We've tried many times to no success. As I've said in the main post, this happens on any router she connects to, not just hers.

No connection with any router ok, lets try the most likely problem first. Unzip and run the file below, it will reset everything related to the network stack and then it will reboot your machine automatically.

After the machine reboots perform another ipconfig/all and post the results here please.
