Okay, I turned off Hot Spot Assistant but I'm not sure how to uncheck search for ssid's and to check use intel proset tools. Also the only intel icons in the notifications window are for the HD graphics and something called Smart Connect Technology.
On the Wifi Adapter in the Network & Sharing Center, Click on the Wi-Fi 3. Then you should get a window that will allow you to check that the computer uses the Intel Proset for managing WiFi networks.

Most likely your problem in connecting is IE11 in 8.1 if that's what you're using.
Our Home router works fine but I can only use it sometimes in the morning so I rely on the public wifi to use the internet. It works fine on the two windows 7 laptops but on this one it works for a little bit and then says that the connection is limited and sometimes it says it can't connect to any of them. I use Google Chrome and it says I'm connected to the wifi but chrome tells me that there was not data received or it can't connect to the internet or it was unable to accesses the network.

Click on the Wireless Properties button. In there, there should be a set of boxes, with one to check to allow you to use the Intel Proset tools for managing wireless connection.

You see the arrow between the keyboard and remove USB device icon in your picture? In the hidden icons, does it show another Wireless signal icon. That one would be the Intel Proset tools wireless connection.

As for the limited at home, but not on the Public. Like I stated before, it is an issue with your home router. When was the last time you did a reboot on it?

I think he means he's only allowed to us the wireless at home for a while in the mornngs...not that there is an error using the home wireless..

That is where it is getting confusing. If he did the repairs for Windows and also for the DNS, IP Table, Winsock, the problem should be gone. I am thinking that the OP is running some kind of BT software, along with a firewall, that is killing it.

When I click on Wireless properties I don't get an option for the Proset

And also, I had the BT Wifi App but I uninstalled it and I removed chrome from windows firewall and then added it again and restarted the laptop and now the problems are not as worse but the wifi will sometimes disconnect and also won't let me connect and sometimes says it's limited but not as much as before.

Then you did not install the full Proset tools.

Okay, So I unistalled the proset and all the drivers and then reinstalled them and rebooted the computer. When I use the internal wifi adapter I get the option to enable intel connection settings :Click image for larger version

But I don't get the option when I use the external wifi dongle and I use the dongle to connect to the public wifi.

No you will not get that option if you are using a USB adapter, that does not have the Intel chipset in it. Also using multiple adapters, can cause DNS & IP Conflict issues. Due to the different types of controlling software each one uses.
