I like a lot of others, have not dived into the Metro part of Windows 8.x, due to we would like to see that it goes away. Scratch that, it is with Update 1, when that comes out in April.

I did a search, and looks like this was discussed on the Microsoft Answers forums. See Windows 8 App not connecting to internet - Microsoft Community

This seemed to be the fix (Copied from the link):

Finally I got a work around myself, and I'm sure it will work for most of you people too, do this:-

Install Fiddler 4 Beta
1) It has a new new toolbar item "Win 8 Config" feature called "AppContainer Loopback Exemptions Utility"
2) Click "Exempt All" and then click "Save Changes"

I do not know about the Fiddler 4 Beta, so be careful on that. You can get Fiddler from Majorgeeks.com Download Fiddler - MajorGeeks This is the description on it:

Fiddler is a Web Debugging Proxy which logs all HTTP(S) traffic between your computer and the Internet. Fiddler allows you to inspect traffic, set breakpoints, and "fiddle" with incoming or outgoing data. Fiddler includes a powerful event-based scripting subsystem, and can be extended using any .NET language.

Fiddler is freeware and can debug traffic from virtually any application that supports a proxy, including Internet Explorer, Google Chrome, Apple Safari, Mozilla Firefox, Opera, and thousands more. You can also debug traffic from popular devices like Windows Phone, iPod/iPad, and others.

Requires Microsoft .NET Framework 2.0+ installed for Windows XP, Vista and 7 or Microsoft .NET Framework 4.5+ for Windows 8.1+."
Hey, thanks!! it worked. some apps like metro ie, viber and some 3rd party apps started working.
