I have the latest driver from HP. I don't have a router nor a modem. I live in an apartment complex and we just plug the ethernet cable into the wall.

In that case you are at the mercy of who ever is in control of the router in the apt. complex. Most likely that router will require a firmware update in order to work with Windows 8.1.

I have a laptop with windows 8.1 when I use the ethernet cable there it works fine.

Why not mention this in the first post? In that case I can't imagine what the problem might be, maybe a third party program or antivirus is somehow blocking the connection. :geek:

I get this error as well. Is there anyway i could be missing a registry file or something? I know its not the antivirus.
Code:
C:\WINDOWS\system32>netsh int ip reset reset.log hitResetting Interface, OK!
Resetting , failed.
Access is denied.

Resetting , OK!
Restart the computer to complete this action.

This error message doesn't make much sense to me, the netsh commands are used to set up a hosted wireless network among other things but I'm not sure why you would get this.

Try running the sfc and DISM repair commands per the link below. Let me know what the scan's say when they complete.

Nothing wrong there. Seems to me that this particular Realtek NIC is having a problem connecting to this particular router although if you can't even access the router there isn't much we can do about this.

So what should I do? Contact my ISP? Is there anyway to configure the adapter to lease an ip address using the laptops network information?

We could try resetting the network stack just in case it's a problem with winsock or TCP/Ip on the Ethernet side.

The router is supposed to be leasing IP's through DHCP which seems to be working on the wireless side but not the wired.

Unzip the file and run it, it will reset the network stack, flush the DNS, reset winsock and TCP/IP and release/renew the IP.
