Can't access my own files

I am the only user and administrator on my Windows 8.1 PC. The OS is on a 12Gb SSD and everything else is on a 1Tb HD. I can access some files but not others. The latest thing I cant place a new folder of photographs in my pictures fold on my E drive. I have used a program called Take Ownership to get access so far but even this doesn't work for this one.

Surely there's a way of just having total access to the HD - drive E that is mine?

I think your SSD is too small, Windows 8.1 runs full at about 30 - 40GB with no programs installed.
