Bad internet connaction with 1mb/s 24/7

Bad internet connection with 1mb/s 24/7

My internet is always 1-2mb/s and I have high-speed internet. I can play games fine (ex: Counter-Strike: Source, Team Fortress 2, Garry's Mod, ect.) but I cannot load YouTube videos at 720p or above. :( What should I do, and what is most likely the issue.
notes:
I have a new modem from my isp.
My computer can handle HD graphics and high-speed internet. (its like 9 months old and custom built by me)
i will not give away my location or isp, even know it would be useful for you to help me, I worry about privacy.

Since it is working just fine with online games ( they are really picky that way) it must be something about IE if you are using it for browsing. Did you try FireFox or any other browser ? Safety settings on it or with an AV can really put damper on them.
