No internet access through hosted network in Windows 8.1

I am asking this question with a lot of expectation that I will get a solution for this issue. I have got seen a lot of questions being asked about this but there is no proper answer.
I use a USB modem in Windows 8.1 laptop. I want to share the internet to other devices by creating a hostednetwork. I used the netsh commands to create and start the hostednetwork. The wifi hotspot got created as 'Local area network connection *14’. The internet from the USB modem was shared to ‘Local area network connection *14’. Other devices are able to connect to this and are getting IP address in the range of 192.168.137.X. The issue is that, the devices are not able to access internet. Please help in troubleshooting this issue.
Please don’t give the instructions to create a hostednetwork or advice to use 'Virtual router plus'. I have already done all sorts of basic troubleshooting. Everything looks fine, but there is no internet connection to other devices.
I am able to share internet using the same USB modem with same method in Windows 7. Please let me know if any more info is needed.

And here is a solution, I posted this earlier.

Set ICS service start mode to auto(delayed)

run->services.msc->internet connection sharing->startup type-auto(delayed)

restart pc or stop/start service.

This service will load after windows starting in about 5 minutes (on i7 960), its not immediately start.

Second solution to make ICS work on start up....

Go to run->services.msc but then, aside from checking ICS service, CHECK FOR "Routing and Remote Access" if it's on manual you need to set it to Automatic-delayed and turned on.

Default was turned "OFF" , not even "Manual".

After i changed it for "Automatic" and pressed start, Internet started working.

I have tried all possible solutions which were available in internet including this one. Nothing helped me.

I used CCProxy, to setup a proxy server. Gave the hotspot ipaddress 192.168.137.1 as the proxy server for http with port 808. Configured the other devices with the proxy address 192.168.137.1 port 808. Using this i was able to browse webpages from other devices. But games and applications like skype, viber, facetime etc were not working.

About the only advice I can give is to use a different IP for the devices. You are using the same IP here for your devices for some reason. The host you show has the usual gateway 192.168.137.1 so the connecting devices should have IP's counting up from there, 192.168.137.2....3....4...etc. If you were using the virtual router or set up a hosted wireless network this should occur automatically.

In fact I have no idea why you would a proxy server but I believe that is ad hoc and not exactly the same as hosted wireless network. The best way is to set up the hosted wireless network using the netsh commands or by using connectify software which is becoming increasing commercialized "they want to charge you for it".

Or you can try using the virtual router software.

I'm facing exactly same issues with win8.1 by using netsh commands...
but in win7, it's all working without any glitch.
Then i tried connectify on win8.1; and it's working.
Question is... What's the connectify doing that it's working on the same OS where netsh isn't working?
I test one thing:
With connectify hotspot off (not uninstalled), i ran "netsh.exe wlan start hostednetwork", but it didn't start any wifi ap. Only by connectify the hotspot was working.
I tried uninstalling connectify and re enable netsh process... but no success.

I have a linksys router... but problem is now i'm using USB data card for net. :/

You have to first create the hosted network then start it after that.

netsh wlan set hostednetwork mode=allow ssid=thurrott key=abcd1234

Naturally, you'll want to replace the SSID and key with values that appropriate for the network you wish to create. Note that the key must be at least 8 characters long. The parts in bold need to be your own unique SSID and passkey.

You also have to enable ICS services etc. as in my first post in this thread.

Beyond that I can't give much more support, if it's not working in Windows 8.1 then it's not working.

Well, till now I have changed my laptop, also the internet sharing feature is now not required for me... so....

Check the firewall settings. Since the virtual connection uses an address range that is different from your local network it may be that this is blocked. I had to manually add an exception to my ESET firewall. I can imagine that other security suites also block the "new" network.
