I'm not using any media browsers. Below is the info I was referring to. It was in regard to streaming video content from IE on a Surface 2 to a TV/Xbox but would be the same as my 8.1 PC. Btw...I don't see a "media streaming options" as you do in the above SS.
You dont need a gold account to use it. First you need to be in the same network i mean both xbox and surface. Next go to xbox settings>console settings>connected devices and tick play to option and also smartglass option. Next go to surface Charms>devices> play to. You will see xbox there and wait till it connects. Voila you will see/hear music in your tv via xbox. You can also control the functions on your surface.

Yes absolutely. Videos and Music Just be sure both that xbox and surface are in the same network and use METRO IE app. Tested showtime anytime and Coke and popcorn and it worked flawlessly.
