New please help

Okay. So the other day i came home and saw that my norton security was down. It said that it was at 2% active and my computer was at risk. I tried updating the software but it wouldnt let me. I didnt know why it would have been down so i restarted my computer. So after restarting it, my start screen is extremely slow to start out.( i use to be able to just immediately click and go last week), but it will not let me connect to the Internet. It says that its limited. I have restarted the router multiple times. Checked everything on the CPU. And all seems to be secure. I try troubleshooting and it says that there was an error and the wizard cant continue. I try refreshing the system and it says no changes were made to check for solutions. I click check for solutions and nothing happens. I then tried reinstalling windows back to factory and it does the same thing. I have only had this desktop for about a month. It is a HP. I dont know what else to do. The other computers are working, but i need this one badly because it has all of my school files on it and im way behind now. Thanks for any help

You may have a larger problem, but the first thing I'd do would be to uninstall Norton Security.
Let us know what happens after removing it.
