Have you setup a proxy at all?

Your IP configuration shows you connected directly to the internet (No router), is this true? Where you able to connect to the internet when you generated the ipconfig? Your IP configuration is raising a some concerns for me. Firstly, you are using a private IP address, if you are indeed directly connected to the net then may I ask, do you have NAT configured anywhere? A private address should be blocked from the internet in order to comply with RFC 1918 standard.

Secondly you do not have DHCP enabled, typically most ISPs will have a DHCP server on the other end at which you can receive a public IP address stack to use on the internet.

    Many Thanks,
    Josh

Ahh, I didn't realise that you were using a mobile broadband.

Your proxy server is a private IP address. Unless you there is that subnet in your network you will never reach that proxy. Do your friends that use this proxy have mobile broadband?

I have a feeling that this isn't a public proxy and you will not be able to use it. Firstly, it is a private IP address therefore it shouldn't be on the internet. Secondly you are using the wrong normal port typically used for web surfing proxy's.

Your connection is most bizarre and out of my depth. Other than needing it to hide your IP address, I see no need for the proxy server in the first place

Unless you have a business application for it ,for example to load balance traffic to a server in your network, I would stay away from proxy's especially public ones since they can have major performance impacts on your speed. Why do you want one?

Normally proxy servers use TCP port 4444 for internet traffic however this is per proxy dependent since they tend to use unofficial ports.

I seem to recall that when you change the proxy settings for Internet Explorer, it's not just IE you are changing. IEs proxy settings are somehow the proxy settings for other apps and the OS as well. Can anyone confirm this? What connections are affected if I add a proxy in IE?
