I was looking through my action center and saw where this is not on. I read that it is not usually used for home networks, which I am on.
I further read that one goes to services.msc to turn it on.
I have Win 8 with Window's protection and a router. I do not know if there is a downside to turning it on.
Is it advisable to turn it on?

Network Access Protection (NAP) is used in domain networks in large enterprises as a security measure so that only machines that reach certain hardware or software requirements are allowed access to the network. For example it is often used in AntiVirus solutions so that a machine is only allowed access to the network if it has the most recent A/V definitions. Equally, it can be setup so that only the machines with certain hardware are allowed access to the network. For example only the machines an organisation purchases.
Unless you are connected to a domain network this should be turned off. Also if you do not have a NAP server (Service in Windows Server operating systems) then you won't receive any benefit from have the service enabled on your machine. My advice, turn the service off and save on processing power since you will never use it in a typical home environment.
